Obverse description The preamble to the U.S. Constitution is rendered in spiraling script lettering that winds inward from the rim toward a raised central medallion bearing the dual dates 1776 and 1976 in relief. The text continues in reverse orientation in the lower portion of the field, creating a continuous spiral effect across the highly polished surface.

Reverse description The reverse field is entirely filled with thirty relief portrait busts of notable Americans arranged in a closely packed composition across the entire field, with the largest portrait prominently positioned at the top center. The effigies vary in scale and depth of relief, creating a layered mosaic effect. The engraver's monogram GR appears in small relief at the lower right of the design.
