Burkina Faso has no pandas, no historical connection to China, and no particular reason to strike a kilogram zinc disc with Chinese wildlife on it — which is precisely the point. These oversized novelty issues are produced under licensing arrangements with private minting houses, typically European, who sell the issuing rights to small nations in exchange for a share of collector revenues. The "CFA franc" denomination is technically legal tender but at a face value so disconnected from the metal cost and retail price that circulation was never a consideration.
