| Obverse description | Central field depicts a detailed relief of a large neoclassical public building, identified as the venue of the Second Congress of the Communist Party of Yugoslavia in Vukovar, rendered with architectural precision showing arched windows and ornamental facade elements. The State coat of arms of the Socialist Federal Republic of Yugoslavia — comprising a torch encircled by wheat sheaves bound with a ribbon bearing six torches, surmounted by a five-pointed star — appears in the upper right of the field. The date 1980 is inscribed to the right of the building.
