Croatia qualified for every FIFA World Cup from 1998 through 2006 but failed to reach the 2010 South Africa tournament, finishing third in their European qualifying group behind England and Ukraine. The commemorative was issued regardless — Croatia's mint program has never required on-field participation as a condition for issuing tournament coinage.
