Paraguay's Munich Olympics series was issued in 1972 as a hard currency earner rather than for domestic circulation — the country had no meaningful connection to the Games and produced the coins almost entirely for the international collector market. This was a common strategy among smaller nations through the 1970s, using licensed Olympic themes to generate foreign exchange.
