Garibaldi's connection to Paraguay is indirect but real — he spent years in South American exile during the 1830s and 1840s, fighting in Uruguay's civil conflicts before returning to Italy to lead the Risorgimento. Paraguay's 1974 commemorative series, issued under Stroessner's government, folded Garibaldi into a broader program of prestige silver coins honoring figures with tenuous regional ties, sold primarily to the international collector market rather than circulated domestically.

The series was produced with collector export in mind from the outset, which accounts for the .999 fineness — unusually pure for a circulation-adjacent commemorative of the period.
