China's Panda bullion program launched in 1982, and by its 25th anniversary the series had become one of the most collected modern bullion programs globally — partly because the People's Bank changes the reverse design annually, a decision made from the outset to drive collector demand rather than serve any monetary function. This fractional piece is among the smallest in the anniversary year's output, part of a multi-coin commemorative release that included denominations scaling up through 10,000 yuan.
