Arktikugol, the Soviet state enterprise operating coal mines on Svalbard under the terms of the 1920 Spitsbergen Treaty, issued scrip coinage for use exclusively at its Barentsburg settlement — a community where Soviet workers lived under Norwegian sovereignty but Soviet economic control. Normal Soviet currency could not legally circulate on Norwegian territory, making these tokens a practical necessity rather than a political gesture. The 1946 date places this issue in the immediate postwar period, when the USSR was aggressively reasserting and expanding its Svalbard presence after the German occupation had disrupted operations.
