Otto Strandman served twice as Prime Minister of Estonia and was a principal architect of the 1919 land reform that redistributed Baltic German manor estates to rural Estonians — one of the most sweeping agrarian transformations in interwar Europe. He later served as acting head of state during the period between presidencies. The Bank of Estonia has issued this coin to mark the 140th anniversary of his birth.
