Torà de Riubregós is a small municipality in the comarca of Segarra, Lleida. Like hundreds of Catalan and Spanish towns, it produced its own emergency fractional currency during the Civil War after the Republican government's coin shortage left local commerce without small change. These municipal emissions — known collectively as moneda local or papel moneda municipal — were authorised under a 1937 decree but many, including this one, were already circulating informally before any official sanction existed.
The near-square format is typical of hasty local production on whatever card stock was available. Turró catalogued over 2,500 distinct Spanish Civil War municipal issues; at #2504, this sits toward the outer edge of that count.
