Cogul is a tiny municipality in the Les Garrigues comarca of Lleida, Catalonia — population measured in the hundreds even today. This note is one of thousands of small-denomination emergency issues produced by Spanish municipalities during the Civil War, when Republican-zone towns faced acute shortages of fractional coinage after silver and copper disappeared from circulation almost overnight in 1936. Local councils were authorized, then effectively compelled, to fill the gap themselves.
The official stamp is the only security feature — entirely typical of these ajuntament issues, where the physical impression of a municipal seal was considered sufficient authentication for a note likely never traveling more than a few kilometers from where it was printed.
