Issued in 2018 to mark the 125th anniversary of the Château Frontenac in Québec City, this is a souvenir piece produced by a local print shop rather than a security printer — GRAPHX has no connection to Bank of Canada note production. It carries no legal tender status and was never intended to circulate. Attribution to "Canada" as issuer overstates the official character of the piece considerably.
Collectors encountering it should treat it as ephemera from a regional numismatic club event, not as a banknote issue in any conventional sense.
