Pattern issues from Carol II's reign were frequently produced as presentation pieces for the royal court and select foreign dignitaries rather than for any genuine monetary purpose. By 1939, Carol had dissolved the constitution, banned political parties, and established his own royal dictatorship — coins bearing his image were instruments of personal glorification as much as anything else. The 12 Ducat denomination itself had no circulation equivalent; it was a prestige unit in name only.
Gold-plated bronze rather than solid gold suggests this was a lower-tier presentation striking, possibly a photographer's or engraver's copy rather than an official gift piece.
