Liberia has a long history of issuing novelty and themed bullion pieces aimed squarely at the collector market rather than circulation, and this $12 denomination — itself a fictional face value with no basis in Liberian monetary policy — fits squarely in that tradition. The country's monetary authority has, since the 1990s, licensed its issuing rights to foreign minting operations producing themed coins with no domestic distribution whatsoever.
