Surrounding the wreath, thirteen individual cartouches each bearing the personal arms and initials of the members of the Council of Thirteen (Tredecemviri) of the Worms city government are arranged in a ring around the central motif. The peripheral legend names the Council of Thirteen of the illustrious Republic of Worms.
