The 1½ euro denomination was a Monnaie de Paris invention with no practical monetary function — it was created purely for the commemorative market, priced above face value from issue and never intended to circulate. The 2005 European Union Flag series marked the EU's expansion to 25 member states following the 2004 enlargement, the largest single accession in the bloc's history.
