The Shaanxi-Gansu-Ningxia Border Region was the Communist Party's administrative base at Yan'an during the latter stages of the civil war and the Sino-Japanese War, and the Trade Bureau's commercial notes were a parallel currency system designed to manage trade flows at the border rather than replace the region's own Border Bank notes. The 1946 date puts this issue in the immediate postwar period, when inflationary pressure from Nationalist-controlled zones was flooding the border economy with depreciating fabi.
High-denomination notes like this 1000 Yuan were a direct response to that inflation. Survival rates for Border Region commercial paper are low — much of it was redeemed or destroyed after the PLA's territorial consolidation in 1949.
