Part of the 47 Prefectures Coin Program launched by the Japan Mint in 2008, this issue honors Kagawa Prefecture — the smallest prefecture in Japan by area. The program ran through 2016, releasing collector-grade silver pieces for each of Japan's 47 prefectures in a fixed sequence determined by the order prefectures appear in the Local Autonomy Law. Kagawa's placement in the series reflects that administrative ordering, not any geographic or cultural ranking.
Mintage for each prefectural issue was capped, with coins sold through a lottery-based application system rather than over-the-counter — a distribution method that kept secondary market premiums elevated throughout the program's run.
