Issued as part of Japan's 47 Prefectures Coin Program, a series launched in 2008 to produce commemorative silver pieces for each of Japan's administrative regions. Hokkaido was the inaugural release — a deliberate choice, as the island's incorporation as a formal prefecture in 1886 marked one of the Meiji government's most consequential territorial consolidations, displacing the Ainu and completing Japan's administrative claim over land Russia had also contested.
The program ran through 2016, with prefectures released in rotating geographic groupings across multiple years.
