| Obverse description | Central colorized design depicting a fishing vessel underway at sea, its superstructure and rigging festooned with numerous colorful national and decorative flags, including a prominent Japanese Hinomaru flag, symbolizing recovery and resilience. Flanking the vessel, a sweeping arc of golden rice ears curves across the upper field, rendered in vivid color against a deeply mirrored black proof field. The issuer legend 日本国 (State of Japan) appears in raised characters across the upper portion of the field in three segments, while the denomination 1000円 is inscribed in bold raised numerals and characters along the lower border. |

Issued to commemorate the Great Hanshin earthquake of January 1995, which killed over 6,400 people and devastated the Kobe–Osaka corridor in one of the costliest natural disasters of the twentieth century. Japan's commemorative silver program has returned to the earthquake theme across multiple releases, this being the first in that specific Heisei-era disaster subseries.
