Vanuatu's 25th independence anniversary fell in 2005 — the commemorative issue appeared in 2006, printed by De La Rue in London on paper rather than the polymer substrate that had become De La Rue's preferred medium for Pacific island nations by that point. The choice of paper over polymer for a commemorative is worth noting; most comparable Pacific anniversary issues from the mid-2000s went polymer.
The security package is minimal for the era — watermark only, with none of the optically variable elements De La Rue was routinely incorporating elsewhere. Whether that reflects a cost decision by the Reserve Bank or a deliberate nod to the original 1982 series aesthetic is unrecorded.
