Kaatumo is a contested administrative region claimed by both Puntland and the self-declared republic of Somaliland, making this issue something of a political provocation in coin form. Puntland has periodically released large-format collector pieces asserting jurisdiction over disputed territories — a practice that has more to do with signaling administrative claims than with any functioning monetary system. No Puntland-issued coin has ever circulated in a meaningful economic sense.
