Uganda's 2002 silver issues were part of a broader wave of legal-tender collector coinage produced for the international numismatic market rather than domestic circulation — the shilling's real purchasing power at the time made a 1000-denomination silver piece functionally absurd for everyday trade. The Bank of Uganda licensed these strikes largely through European distributors, a common arrangement for smaller economies generating hard currency revenue from collector sales.
