Kenya's 1000 Shilling silver issues of the early 1990s were produced primarily for the collector and bullion markets rather than domestic circulation — the denomination was wildly impractical for everyday use in an economy where the average monthly wage hovered well below that figure. KM#26 falls within a series the Central Bank issued during a period of significant political turbulence, as single-party rule under Daniel arap Moi was coming under mounting international pressure that would ultimately force multiparty elections by 1991–92.
