Uganda's 1996 commemorative program leaned heavily on Christian themes for international collector sales — a revenue strategy common among smaller central banks during the 1990s, when the market for topical commemoratives was still profitable enough to justify the licensing fees. These pieces were almost certainly produced under contract by a European mint rather than the Ugandan government's own facilities, which had no capacity for struck commemoratives at that scale.
