Issued by Uganda in 1999 as part of a wave of novelty legal tender produced primarily for the collector market, this piece incorporates an actual Euro cent coin — struck before the Euro entered circulation in 2002 — affixed as a physical attachment. The underlying Euro cent blanks were produced speculatively, years ahead of their official release date, and their appearance on Ugandan novelty issues was entirely a commercial arrangement with no connection to the European Central Bank or the issuing national mint.
