This is a novelty issue from Uganda's recurring "world coins on coins" series — a copper-nickel host struck with a paper appliqué depicting the German 2 Euro cent affixed to its surface. The Euro itself didn't exist until January 1999, and euro-cent coins weren't in circulation until 2002, so the depicted piece is a pre-circulation prototype image. Uganda issued dozens of these curiosities through the late 1990s targeting the collector novelty market, not circulation.
