Obverse description Intaglio portrait of Mahatma Gandhi at right, with his name inscribed below in both Devanagari and Roman script; the Reserve Bank of India seal appears to the lower right of the portrait. The centre of the note carries a large numeral '1000' underprint in green guilloche, flanked by the promise-to-pay text in Hindi and English, with the Ashoka Pillar emblem at lower left. The issuer's title is rendered at top in Devanagari and in English letterpress, with the guarantee clause printed below.

The ₹1000 denomination was reintroduced in 2000 after a 23-year absence — the note had been demonetized in 1978 under the High Denomination Bank Notes (Demonetisation) Act, a measure aimed primarily at curbing black money hoarding. Its return reflected both inflation and the RBI's willingness to accept that high-value notes were practically unavoidable in a modernizing economy.

Two governors signed this series: Bimal Jalan, who served through 2003, and Y.V. Reddy, who succeeded him. The plate letter variant adds a minor but catalogable distinction within the Jalan-signed issues.
