The International Year of Disabled Persons was proclaimed by the United Nations for 1981, with the theme "Full Participation and Equality." Mauritius, like many Commonwealth nations, delayed its commemorative issue into 1982 — the coin acknowledges the year of the program rather than the year of striking.
