The International Polar Year 2007–2008 was a globally coordinated scientific program involving over 60 nations — the fourth such event in history, following those of 1882–83, 1932–33, and 1957–58. Russia's Arctic territorial ambitions were running conspicuously high at the time of this coin's issue: in August 2007, a Russian submarine planted a titanium flag on the Arctic seabed at the North Pole, a gesture that generated immediate diplomatic friction with Canada, Denmark, and Norway over competing sovereignty claims to Arctic resources.
The Bank of Russia issued several denominations tied to this program. The 1000-rouble piece in .999 gold sits at the apex of that series.
