The Siberian Provisional Government's 1000 Rouble note was issued from Omsk during the brief window when Admiral Kolchak's White movement controlled a substantial stretch of western Siberia and nominally held recognition from Allied powers as the legitimate Russian authority. The printing was done locally under extremely difficult wartime conditions — Omsk had neither the equipment nor the experienced staff of Petrograd or Moscow, and the output quality reflects that. Paper stock varied considerably across printings, and the ink registration on many surviving examples is noticeably inconsistent.
Omsk fell to Bolshevik forces in November 1919, and the entire currency system collapsed with it. Notes from this administration circulated for, at most, a matter of months.
