The Kamchatka Regional Council of National Economy issued this note during the chaotic interregnum following the collapse of Kolchak's White government, when the Soviet Far East was fractured between competing authorities, foreign occupiers, and local administrative improvisation. Kamchatka was extraordinarily isolated — resupply from the mainland was seasonal at best — which pushed regional councils into issuing their own scrip out of simple necessity rather than political program.
P#S1274 is among the rarer Far Eastern provisional issues. Distance from any major printing facility meant these notes were produced under rudimentary conditions, and surviving examples frequently show uneven inking and irregular cutting.
