The Azerbaijan Soviet Socialist Republic was only declared in April 1920, following the Red Army's rapid conquest of the short-lived Azerbaijan Democratic Republic. This note belongs to that immediate takeover period, when the new Bolshevik administration needed to establish monetary authority quickly over a territory whose previous government had already issued its own currency. The Soviet replacement issues were rushed rather than reformed — old plate designs were adapted and reissued under new political authority rather than designed from scratch.
