Western Sahara has no functioning government with recognized minting authority — the territory has been administered by Morocco since 1976 following Spain's withdrawal, and the Polisario Front's claim to sovereignty remains unresolved. Coins issued under the "Western Sahara" name are produced by private minting firms for the collector market, with no circulation function whatsoever. KM#79 is one of dozens of such pieces churned out through the 1990s on aviation and exploration themes.
