Western Sahara's coin-issuing activity in the 1990s operated in a legal grey zone — the territory has been administered by Morocco since 1976 and has never had a functioning independent monetary system. These pieces were produced for the international collector market, not for circulation, effectively making them fantasy issues struck under the nominal authority of the Sahrawi Arab Democratic Republic.
