Bilbao's isolation during the Basque campaign of 1937 made independent currency issuance a practical necessity. The Basque regional government, operating under its statute of autonomy, authorized Banco de España branches in Republican-controlled territory to issue their own notes — a fragmentation of what had nominally been a unified national bank. This note is a direct product of that administrative fracture.
Huecograbado Arte y Editorial Vasca was a local commercial printing firm pressed into emergency service. The result is competent but visibly modest against Madrid-era production standards. Bilbao fell to Nationalist forces on 19 June 1937, cutting the note's circulation window to a matter of weeks.
