Kreis Bitburg sits in the Eifel region of the Rhineland, which was under Allied occupation in 1923 when the hyperinflation crisis made Reichsbank notes effectively worthless faster than they could be printed. Local authorities — Kreisausschüsse across Germany — were legally empowered to issue emergency currency, Notgeld, to keep commerce functioning. Bitburg's 1000 Mark note is one product of that administrative scramble.
By mid-1923, 1000 Mark denominations were themselves becoming inadequate within weeks of printing. Many Kreis-level issues from this period were superseded by higher denominations before even reaching wide circulation.
