Turkmenistan's 2007 commemorative program coincided with the early presidency of Gurbanguly Berdimuhamedow, who had taken power in early 2007 following the death of the eccentric Saparmurat Niyazov — "Turkmenbashi" — in December 2006. The colorization program for these issues was contracted through standard European mint partnerships, a common arrangement for Central Asian states without domestic proof-coin infrastructure.
The KM# P30 designation places this firmly in Krause's pattern/piedfort sequence for Turkmenistan, suggesting limited official distribution rather than general issue.
