Turkmenistan declared independence on October 27, 1991, following the dissolution of the Soviet Union, with Saparmurat Niyazov — who had served as the republic's Communist Party first secretary — immediately repositioning himself as president of the new state. The manat was introduced in 1993 to replace the Soviet ruble, itself already a casualty of hyperinflation. This commemorative was struck just three years after that currency transition, at a moment when the country's gold and gas revenues were being funneled into an increasingly elaborate personality cult around Niyazov.
