Laos issued a wave of silver collector pieces in the late 2000s largely for the export numismatic market — domestically, the kip had such limited purchasing power that commemorative coinage held no practical function. The 1000 kip face value was a formality, pegged to nothing in circulation.

The archery subject ties to the Southeast Asian Games, which Vientiane hosted in 2009 — the first time Laos had done so.
