Burkina Faso's commemorative coinage is issued under the West African Economic and Monetary Union framework, which means the actual striking authority sits with the Banque Centrale des États de l'Afrique de l'Ouest — not Ouagadougou. These pieces are almost exclusively produced for the collector market by contracted European mints, with ruthenium plating adopted in the mid-2010s as a premium surface treatment to achieve sharp contrast effects that standard silver finishing cannot replicate.
Ruthenium, a platinum-group metal, was not widely used in numismatic applications before roughly 2012.
