The "Sultan" series from Burkina Faso belongs to a wave of collector-targeted silver issues produced under license by European minting contractors — in this case almost certainly struck by B.H. Mayer's Kunstprägeanstalt in Munich, which handled a substantial portion of Francophone African commemorative output during this period. Burkina Faso itself uses the West African CFA franc in daily commerce, meaning these 1000 franc denominations were never intended for circulation and carry no practical monetary function domestically.
