Burkina Faso has no constitutional authority to issue currency — the West African CFA franc is controlled by the BCEAO, the regional central bank serving eight member states. Coins like this one exist entirely outside that system, produced by private mints under licensing arrangements that exploit the country's nominal sovereignty for collector sales. The polar bear has no geographic, historical, or cultural connection to Burkina Faso whatsoever.
