Sir Henry Morgan's appearance on a Central African franc issue has less to do with any regional connection than with the booming commemorative coin market of the 1990s, when mints across Europe produced licensed issues for smaller monetary authorities happy to collect seigniorage on collector pieces that would never circulate. Morgan — privateer, lieutenant governor of Jamaica, and the subject of a failed Spanish diplomatic complaint to the English Crown — was a reliable seller in that market.
