Bénin's late-1990s and early-2000s silver program was essentially a licensing operation — the government authorized a series of collectible issues for the international numismatic market, bearing subjects with no particular connection to West Africa. Drake fits squarely in that category. The coins were struck by foreign mints on contract and never circulated domestically.

Drake completed his circumnavigation aboard the Golden Hind in 1580, returning to Plymouth with enough plundered Spanish silver to finance a significant portion of the English crown's debt.
