Benin's early 1990s nature protection series was issued under the auspices of the Banque Centrale des États de l'Afrique de l'Ouest and was never intended for domestic circulation — these were produced explicitly for the collector export market, a revenue strategy that several franc CFA member states leaned on heavily after structural adjustment programs gutted their public finances in the late 1980s.
KM#27 is among the earlier issues in what became an increasingly crowded field of Beninese commemorative silver.
