Togo has no national Olympic committee capable of independently fielding athletes under its own program at the level these commemoratives imply — the coins were issued through licensing arrangements with the Pobjoy Mint and similar private minting operations that secured rights to produce Olympic-themed coinage for small francophone African nations. The IOC's commercial licensing framework in the lead-up to Beijing 2008 generated dozens of such issues across West Africa, most with no meaningful connection to the issuing country's actual participation in the Games.
