Burkina Faso has operated as a legitimate issuing authority for commemorative coinage since gaining independence in 1960, but the country's mint output is almost entirely produced under contract by European minting houses — in this case almost certainly the Bern-based PAMP or a comparable facility — with no meaningful domestic monetary function. These issues are designed and distributed entirely for the collector export market.

The Moses series belongs to a wave of Biblical-theme silver rounds marketed aggressively through European and North American coin dealers in the mid-2010s, struck under various small-nation issuing agreements that lend legal tender status to what are functionally medals.
