Togo's series of commemorative silver issues from the late 1990s were struck under the West African CFA franc monetary union, with the coins themselves produced by foreign mints on behalf of the Togolese government — a common arrangement for small francophone states lacking domestic minting infrastructure. Martin Luther's inclusion in such a series is a curiosity: Togo's population is predominantly animist and Catholic, making the choice of a German Protestant reformer a collector-market decision rather than any cultural one.
