Togo's CFA franc issues of the early 2000s were struck not by any Togolese mint authority but through licensing arrangements with European private mints targeting the collector market — the coins were legal tender in name only, never intended for circulation and rarely reaching the country nominally issuing them. Schiller died in 1805, and the coin's release fell within the bicentenary commemorative window that prompted dozens of such issues across multiple African CFA issuers simultaneously.
